About the Frameworks
Part 1 · Digital Leadership
Munsamy, Dhanpat & Barkhuizen (2023) · Acta Commercii
Developed and validated through a rigorous 10-step scale development process involving literature review, qualitative interviews, exploratory and confirmatory factor analyses with 241 respondents in the technology and engineering sector. The framework identifies six core competencies that leaders need to remain relevant in the era of the Fourth Industrial Revolution (4IR).
Part 2 · DOTr Leadership
Department of Transportation · Competency Framework, 2021
Developed under the DOTr Competency Framework (DOTrCF) and aligned with Civil Service Commission Memorandum Circular No. 12, s. 2016. The framework defines leadership competencies for public servants across four developmental levels — Basic, Intermediate, Advanced, and Superior — anchored on observable behavioural indicators.

Intervals are evenly distributed across the 7-point scale using a class width of 1.5 — computed as (highest score − lowest score) ÷ number of levels, or (7 − 1) ÷ 4 = 1.5. This ensures equal representation of each developmental stage.
Item Selection — DOTr Leadership Competencies
Each DOTr Leadership Competency contains multiple behavioural indicators across four developmental levels (Basic to Superior), with sub-competencies such as “Demonstrates a systems perspective” or “Promotes creativity” under each area.
For LPS, 10 items were selected per competency from across these behavioural indicators. The selection process followed a content validity approach — ensuring that:
While not every behavioural descriptor in the original DOTr framework is translated into a separate survey statement, the 10 items per competency are sufficient to produce a reliable and valid score that reflects the respondent's overall developmental level in that area. This approach is consistent with established scale development practice (Hinkin, 1995) and mirrors the methodology used for the digital leadership scale (Munsamy et al., 2023).

Purpose and Use of Results
Developmental Use of Results
Assessment results generated by the LPS are currently intended for developmental purposes, helping emerging and current leaders identify strengths, development gaps, and learning priorities aligned to both digital and core leadership competencies. Results provide a baseline for crafting personal development plans and selecting relevant training interventions.
As an introduction, the LPS results may be integrated into the DOTr Performance Management System as a structured input to the Division Performance Commitment and Review (DPCR) and the Individual Performance Commitment and Review (IPCR) process, subject to validation and policy alignment.
